    France, as host of World Cup France '98, automatically qualifies. 49 other nations started competition for one of Europe's 14 other berths in early 1996.

    Ten of Europe's berths were determined by play in the preliminary round, which concluded October 11, 1997. Nine of those berths were filled by each of the nine group winners, and the tenth berth was filled by the best second place nation.

    The remaining four berths were filled through an eight team playoff, whose field was composed of the remaining second place nations from each of the preliminary round groups.

    Aside from France with the automatic berth as host, the following nations qualified for World Cup France '98: Denmark, England, Norway, Austria, Scotland, Bulgaria, Spain, Netherlands, Romania, Germany, Croatia, Belgium, Yugoslavia, and Italy.
