    Oceana Football Confederation - Preliminary Round

    Australia, Fiji, New Zealand, and Tahiti received byes into the semi-final round. The remaining six nations competed in two three nation groups for qualification into the semi-final round.

    The winner of the Melanesian Group advanced to the semi-final round. The winner of the Polynesian Group entered into a home-and-home playoff with the Melanesian Group second place nation.
